Cartagena de Indias, 28 February 2026

Today, 28 February at 9:00 a.m., in the Quintín Lame room (third floor) of the Cartagena de Indias Convention Centre, the official signing ceremony for the international cooperation agreement between the Administrative Department for Social Prosperity of the Government of Colombia and the Intercontinental Network for the Promotion of the Social Solidarity Economy (RIPESS) will take place.

The signing will take place within the framework of ICARRD+20 – II International Conference on Agrarian Reform and Rural Development, a key global space for debate on agrarian justice, territorial governance and economic models centred on the life and rights of peoples. This announcement is also part of the agenda of ECOOVIDA 2026 – Solidarity to sow life, a meeting that brought together social movements, communities, solidarity economy organisations and international cooperation actors to strengthen economic alternatives based on social justice, food sovereignty and the defence of territories.

An agreement to promote the Popular, Social and Solidarity Economy

The agreement aims to strengthen the Popular, Social and Solidarity Economy (EPSS) through:

  • the management and circulation of knowledge,
  • the generation of knowledge dialogues,
  • the exchange of experiences between national and international actors,
  • the production of inputs for the design and strengthening of public policies,
  • institutional coordination and advocacy in governance spaces,
  • and support for social, community and popular organisational processes.

The agreement is based on the recognition of the country’s associative potential, promoting technical support that, in coordination with international networks, will raise the profile of local experiences, facilitate the exchange of knowledge and position the popular, social, solidarity and community economy as a strategic process in national and international scenarios.

Signatories to the agreement

The agreement will be signed by:

  • Álvaro Mauricio Rodríguez Amaya, representing the Administrative Department for Social Prosperity of the Government of Colombia.
  • Sandra Moreno Cadena, representing the Intercontinental Network for the Promotion of Social Solidarity Economy (RIPESS).

With this agreement, the Colombian government and RIPESS reinforce their commitment to economic models based on social justice, sustainability and democratic governance, contributing to the construction of more equitable and resilient territories.
